Saginaw Release Mugshot Records
A booking photograph, often called a mugshot, records a person’s appearance during intake. It is tied to that booking. It does not show how the case ended, whether a charge was dismissed, or when the person physically left custody. Release also does not turn a booking image into a live status record. The photo and the release form answer different questions.
Michigan’s local-government retention schedule identifies mug shots as part of a jail inmate jacket. The same jacket can include booking cards, bonds, sentencing material, transfer records, property-release papers, and inmate-release forms. That classification supports a targeted request to Saginaw County. It does not guarantee that every image must be disclosed. Michigan Freedom of Information Act exemptions, redaction, a legal hold, and rules for nonpublic records can still affect a response.
Where Saginaw Release Mugshots Appear
No single photo channel covers every person released in Saginaw County. The governing agency matters. A county jail image, an MDOC offender image, and a registry photo are separate records created for different purposes. A photo’s presence cannot prove current custody. Its absence cannot prove release. For a named county detainee, compare the image source with the jail release record and court action. Saginaw Sheriff App Photo Limits
Saginaw County uses an app-first inmate-information design. The official jail page directs users to a Saginaw County Sheriff’s Office mobile app instead of a public browser roster. That official link makes the app a valid current-information channel. It does not establish that the app has a mugshot archive, a recent-release tab, or any post-release photo retention.
The county-linked official SCSO Android listing describes department information, news, notices, tips, and public-safety features. The store text does not document released-person photos. The same caution applies to the county’s official iOS access. Until a current screen is checked inside the app, a reader should not be told that a photo appears there.

Note: A name disappearing from an inmate app can mean release, transfer, a data update, or an error.
Request Saginaw Booking Photos
A county records request is the strongest official route to a Saginaw County Jail booking photo after release. The request should identify an existing image instead of asking staff to research a person or create a new report. Include the full name, aliases, date of birth, booking or inmate number if known, and the booking date or custody range. Ask for “the booking photograph associated with booking [number/date]” and, if needed, the inmate-release form tied to the same stay.

The county may grant, partially grant, deny, request a permitted deposit, or take one written extension of up to ten business days. Saginaw Mugshot Retention Route
Michigan schedule GS11 item 11.210 is unusually useful in Saginaw because there is no public browser archive. It expressly includes mug shots and inmate-release forms in the jail inmate jacket. The general retention period is release plus ten years, unless another approved schedule, court order, litigation hold, or legal rule controls. Retention means an agency may still hold the record. It is not an automatic promise of full public disclosure.
Requesting both records can solve two separate issues. The booking photo identifies the intake image. The release form may state the release date, release type, authority, or transfer destination. If a person left the county building for MDOC, another jail, or federal custody, the event was a transfer rather than community release. Pairing the photo with the release record avoids treating a past booking image as proof that someone “got out.”

Saginaw State Release Photos
MDOC’s Offender Tracking Information System, or OTIS, is the state route. A profile can display an offender photograph and Image Date along with the MDOC number, current status, dates, aliases, marks, sentences, and court file. OTIS excludes county-jail-only cases. A person does not enter OTIS simply because the Saginaw County Jail made a booking photo.
For a state case, search the official OTIS form by six-digit MDOC number when known, or use name and careful filters. Compare identifiers and the Saginaw court file before using the image. “Parolee” means the person left prison but remains under MDOC supervision. “Discharged” means MDOC jurisdiction ended for the sentence shown. OTIS generally keeps a discharged profile public for three years after the latest discharge, subject to set-aside rules.
The Michigan Public Sex Offender Registry is another official photo channel only for people required to register. A detail may show a photograph, status, registration number, aliases, and other statutory information. Registry status is not a release date, and absence from the registry says nothing about most released people.
Other Saginaw Mugshot Sources
Local news and official agency releases may retain a photo after the related custody event. Read the publication date and caption. An arrest story does not update itself when a case is dismissed, a sentence ends, or the person is transferred. The original government record and court file remain the stronger sources for what happened later.
Commercial third-party pages may also reproduce booking images. They are not authoritative release records, may omit later court action, and can remain online after an official source changes. No commercial mugshot publisher or removal vendor is linked here. Presence on such a page does not establish current custody, and removal from one does not alter the government record.
Saginaw Expungement and Mugshots
Michigan uses the term set-aside for a legal process often called expungement. Application-based relief is filed in the court of conviction, and automatic Clean Slate processing began in 2023. Under MCL 780.621g, eligible misdemeanors can be automatically set aside after the statutory period, while eligible felonies use a longer period tied to sentencing or release from MDOC. Exclusions and limits apply. A public court or OTIS record may later disappear because of a set-aside.
Saginaw hosted state-supported expungement fairs in past years, including a June 2025 event. That event was historical, not a promise of a current clinic. A set-aside may change public access, but it does not prove that an old private copy has been updated.
No authoritative Michigan-specific law banning private mugshot publishers from charging a removal fee was identified in the project research. Another state’s rule should not be imported into Saginaw County. For an official photo, ask the source agency how a set-aside order affects access and provide the order through the agency’s correction process. For a court record, follow the clerk’s process because Michigan FOIA does not govern the judiciary.
